DoNER gets Hill Area Development Programme

ITANAGAR, Aug 31: The Ministry of Development of North Eastern Region  (DoNER) has been allotted the subject of Hill Area Development Programme in North Eastern Region  after an amendment of the Government of India vide Gazette notification dated 18 August 2010.

The Ministry of DoNER thus becomes directly responsible for matters pertaining to the Hill Areas of the Region.

Although the subject was included along with Border Area Development under the Ministry of DoNER, it continued to be with the Ministry of Home Affairs due to its sensitive nature and also due to the fact that there are other hilly areas in the country in addition to those in the North Eastern Region alone.

Due to constant persuasion, the matter has been settled by the Government now by adding the work of hill areas development of North Eastern Region to the Ministry of DoNER, while allotting the work of Border areas to the Ministry of Home Affairs.  

The move to include this subject under the purview of the Ministry has been welcomed by Minister of Mines & DoNER Bijoy Krishna Handique. He mentioned that the inclusion of Hill Area Development subject would extend the scope of the Ministry of DoNER to directly cater to the developmental needs of the diverse populace inhabiting these areas. He also reiterated the commitment of the Ministry in ensuring holistic development in the Hill Areas of Region.

 

Apang remand extended, Unions question arrest

ITANAGAR, Aug 31: The Police remand of former Chief Minister Gegong Apang has been extended to another seven days by Special Court, Lakhimpur.

The ailing former Chief Minister who is currently undergoing treatment at RK Mission Hospital could not attend in person.  

The High Court, has fixed the hearing on bail matter on Sept 3.

Meanwhile, All Papum Pare District Students’ Union (APPDSU) has condemned the ways the former chief minister Gegong Apang was arrested.

“We are not looking through political lines whether Apang belongs to Congress or any other political party, but we respect Apang who served the state for more than 20 years. He is not only former chief minister, but a senior citizen, fatherly and popular figure”, the union added.

Instead of only raising the corruption in PDS, the citizens should raise voice against corruption against many departments in the state, the union said.

The union further said that taking the advantage of arrest of   former CM, the citizens should open a new chapter against corruption and demand arrest of all corrupted persons irrespective of their positions and status in the state.

It also requested the civil society, particularly All Arunachal Pradesh Students Union to take the cudgel against corruption and begin a new chapter.

On the other hand, All East Siang District Students’ Union” (AESDSU) while terming the arrest as illegitimate and lambasting the partial judgment of the judiciary has urged the state govt. to hand over the case to the CBI. When dozens of officials and individuals are involved in the scam, why only target former Chief Minister, the Union asked.

The Union said that it does not defend anyone involved in the scandal, but hold the view that law should be equal for everyone. The Union further questioned the “collective responsibility” of the govt. in the arrest of the former chief minister and has strongly condemned the attitude of SP SIC M.S.Chauhan  in handling the case and demanded his replacement.

The Union further urged the Chief Minister to bring an end to the political drama by listing out all the names involved in the scam and letting the judiciary punish the real culprits.

The centre’s detour on Vedanta’s bauxite mining project in tribal inhabited Niyamgiri Hills in Orissa comes at a time when centre and state governments are mercilessly pushing developmental agendas undermining environmental concerns.

The centre’s decision came after Forest Advisory Committee submitted the NC Saxena report which cited violations of environment clearance given to Orissa Mining Corporation in 2008 including non-compliance with the provisions of the Forest Rights Act.

As we debate whether centre’s stand on Vedanta project is a sign of environmental consciousness or political agenda, none the less it has come as a big relief for indigenous communities fighting to save their land from those agencies, including state governments, for whom revenue generation is top on the agenda.

However the center’s decision on Vedanta, though it managed to bring a certain Rahul Gandhi to the site who glorified the decision, is no sign that it would go slow on power projects among others in Arunachal.

Environment Minister Jairam Ramesh has already said that power projects will go ahead in Arunachal and that there was no room for no dams/projects debate.

On the other hand, even as we concluded that Arunachal Pradesh Package of Roads and Highways was for the people of the state, as we look deeper into the road projects, it is rather ensuring a smooth drive for power projects in the state.  In a recent meeting on road projects in North East where Arunachal figured prominently, the ministry exclusively talked about linking those areas in Arunachal with roads which had a power project!

But since we are not the questioning kinds, the ministry will have its way. It does not make sense to the centre or the state government where the road comes up as long as it leads to a power project.

No one really bothers if the people from nearest village will have to walk for some kilometers to cover the distance from their village to the highway, located somewhere in the middle of nowhere.

Talking of violations of environment laws, as state government carry out projects, it does not make much sense either.

Violation of Forest Laws in the state is rampant given the fact that almost all road projects comes within the designated Forest land. But then when the Recognition of Forest Rights Act, has not been implemented properly in the state, it is just matter of time that these projects will come up without any meaningful resistance.

As centre and state takes a step forward on developmental activities in the state, someone called up yours truly to inform about villagers felling trees so that they could avail forestation schemes from the centre!  This obviously was carried out in full consultation with the district administration!

 

ABK, GWS, NES and civil society on one platform to take up boundary issues

ITANAGAR, Aug 31: Perhaps for the first time organisations representing various tribes and civil society will come at one platform to take up the issues of boundary dispute with Assam and other concerns.  

Nyishi Elite Society (NES), Adi Baane Kebang (ABK), Galo Welfare Society (GWS), Arunachal Citizens Rights (ACR), Human Rights Law Network, some academicians and individual representatives agreed to pursue the issue of the Inter State Boundary as a single body, hereafter, and also decided to meet again on the 3rd September at Itanagar, to discuss other inter-tribal interests and concerns as peoples of Arunachal Pradesh.

The President, Galo Welfare Society (GWS), Jarjum Ete, had convened the meeting  of the communities affected by the inter-state boundary imbroglio and some concerned rights groups last Sunday at Itanagar.

Chairperson, ACR Bamang Tago has been entrusted to contact the community body representatives of Tirap and Changlang districts. Advocate and Coordinator, HRLN, Sunil Mow, was given the responsibility to inform and  invite the responsible community representatives from Lohit, Anjaw, Dibang Valley and  Upper Dibang Valley. Secretary, APCC Khandu Thungon was requested to get in touch with the concerned bodies and organisations from Tawang and West Kameng. Jarjum Ete, President, GWS will contact the bodies in Upper Subansiri, West Siang and Upper Siang. General Secretary, NES, Vijay Sonam, will contact the other Tribes in East Kameng, Kurung Kumey.

 

Contractors react

ITANAGAR, Aug 31: While reacting to the demand of the Parang Pare Welfare Society not to release PDS pending bills before completion of investigation of PDS scam, All Arunachal  Contractors Welfare Association  today said its has announced  one month’s time for both Centre and state and FCI  to release PDS pending bills.

The present PDS case as per PIL No 50/2004  related to period between 2001 and 2004, the association said while demanding  that  Govt fulfill the demands of the contractors who executed works after 2005. Regarding the demand of CBI enquiry and halt on release of pending bills by a section of society, the association said law will take its own course of action.

 

Union urges teachers to join posting places

ITANAGAR, Aug 31: All Papum Pare District Students Union (APPDSU) has urged the higher authorities of the education department to suspend those teachers who have not yet joined at their posting places even after a month of transfer.

Claiming that teachers who were transferred from capital region to interior area of the district did not join their duty till date, the union said some principals, vice principals and head masters of various schools of the capital region are not releasing the transferred teachers and instead asking for retention. The union urged the heads of the schools to release the transferred teachers immediately and also urged the teachers to join their new posting places, else it said, would compel to take its own course of action.

The further appealed the deputy director of school education and deputy commissioner not to accept the retention of transferred teachers in any ground and hold-up the salary till they join at posting places.

 

Tezpur win ITBP inter sector football trophy

KIMIN, Aug 31: Tezpur lifted the first ever ITBP Inter Sector Football Trophy defeating Gangtok 6-4 in an entertaining final via penalty kick at ITBP ground here yesterday. The match went to  penalty shot out after the two sides played out a 1-1 draw in regulation time.

Gangtok was leading the match 1-0 in the first half which was equalized by Tezpur in the second half.

Ranbir S. Sharma (IPS)  DIG SHQ (Ita), who was the chief guest of the closing ceremony today, gave away trophies, medals and other prizes to the winners, runners up, coaches and referees. Narayan Tiwari of Gangtok team was adjudged the ‘Best Player’ of the tournament.

In his brief speech,  Sharma applauded the sportsman spirit shown by all the participating teams during the tournament. He also spoke about the importance of games and sports  and the role played by it in fostering unity and brotherhood among jawans. He lauded the 10 ITBP Commandant Rajesh Kumar Tomar for organizing the tournament smoothly and successfully. The tournament was participated by every sector of ITBP, including Tezpur, Gangtok, Leh,     L&C, Bareilly, Dehradun, Bhubneswar, Almora, Itanagar, Delhi, Lucknow, Shimla and Amritsar  participated in the tournament.

The main highlight of the closing ceremony was the impressive march-past by all the participating teams.

The tournament was declared open by Commandant, 40th ITBP, Ram Meher Singh,  on August 14 last.

The main objective of this competition was to inculcate sportsman spirit among ITBP jawans and realize the importance of sports in  day to day life.

 

Repercussion following attack on doctor

ITANAGAR, Aug 31: There has been massive repercussion after yesterday’s incident at Pine Grove, Ziro, where Dr Tage Kano was allegedly assaulted by GREF personnel. Dr Kano, who is currently, posted at CHC, Old Ziro and associated with Future Generations Arunachal on honorarium position, was allegedly attacked by GREF personnel in front of his daughter and wife following an argument.

The doctor was hurt in the attack as the GREF officials tied him up with a rope and beat in front of his minor daughter and wife.

Mob of around 100 local residents armed with dao’s, 12 bore guns, crowbars attacked the GREF camp and  burnt down the officers mess building and caused extensive damage to the adjoining buildings, stores and equipments kept inside. Several vehicles parked nearby were also damaged in the assault.

Confirming the incident Superintendent of Police, Lower Subansiri informed that nobody was injured in the attack and damages have been inflicted on the camp. He further added that police is camping at the GREF camp and situation is under control. GREF officials said that though there were armed security guards present at the camp at the time of today’s assault, the guards were restrained from retaliating to prevent further escalation of the matter. The official further informed that after yesterday’s incident, camp OC of Pine Grove and other officers of GREF had called on Dr Tage Kano at his residence on Tuesday morning as friendly gesture and to inform him that whatever had happened was due to the GREF Personnel not knowing his identity. However despite this peace gesture, camp was attacked, it said.

The official further termed the news carried on the assault in this daily as one sided while adding that entire incident happened because of mis-understanding and report that GREF personnel assaulted Dr Kano is not true.

The official further went on to add that personnel of BRO drawn from all parts of the country and are working in Arunachal Pradesh away from their families to assist in the progress and development of the state while adding that such kind of incident demoralizes the spirit of personnel working in Arunachal. He further requested authorities to promptly apprehend the attackers and book by them under law.

Meanwhile PR Leaders and village leaders of Tajang have given 24 hours for arrest of culprits. It further called on the GREF to vacate the area within a week’s time.  

Lower Subansiri Arunachal Pradesh Doctors Association has condemned the attack on its colleague. It threatened to go on protest if the administration does not take action within 24 hours.

Ngunu Ziro in a statement called for arrest of those involved in the manhandling of the doctor. It said Dr Kano has been instrumental in empowering people at the grassroots levels apart from giving medical attention to those in need.

Itanagar Tage Welfare Society, condemn the physical assault committed by security personnel of BRTF on Dr Kano. It said that the villagers of Tajang had given its ancestral land temporarily free of any compensation decades back for their establishment. In return they did nothing for the welfare of our Tajang village. It further said that the atrocity meted to Dr. Kano is not an isolated case as on earlier occasions also villagers had to face the brunt of atrocity committed by the BRTF personnel.  

It demanded the BRTF to vacate the land occupied by the BRTF at Pine-Grove area immediately while urging the District Magistrate to issue arrest warrant immediately against all those who were involved in the brutal attack on Dr. Kano under appropriate section of law.

Meanwhile Apatani Youth Association has condemned the alleged assault of Dr Tage Kano by GREF personnel.

Association has demanded arrest of alleged culprit and added that this is seventh time GREF officials has been involved in altercation with locals of Pine Grove.

Itanagar Tajang Welfare Committee said that in as civilized society such kind of immoral act is totally condemnable. It requested the authority concerned to arrest the culprit(s) immediately and give exemplary punishment. It further called on the GREF authority to cooperate and handover the culprit(s) to the Police immediately to ensure good relations with the local denizen.

Apatani Students Union (ASU) urged the General Commandant GREF to take a drastic action against those involved and demanded suspension of all the personnel involved in the manhandling Dr Kano.

The union also urged the Deputy Commissioner to arrest all GREF personnel involved within 72 hours, otherwise, it threatened to take its course of action against the authority.

Dr. Kano is responsible and respected person in the society. Therefore, question of his misbehavior toward any person does not arise, the union said while adding that it will not tolerate any such kind of misbehavior.

 

ECI photo exhibition

NAHARLAGUN, Aug 31: As a part of year long Diamond Jubilee Celebration of the Election Commission of India, the Election Commission is organizing Photo Exhibitions in all states of the country. To mark the event, a three day long Photo Exhibition is being organized at Nirvachan Bhawan campus, Itanagar from September 3 to 5 next.

The exhibition is organized by the Election Commission of India in collaboration with Chief Electoral Officer, Itanagar, District Election Officer, Papum Pare, DC Capital Complex, DAVP Regional Office, Guwahati and State Directorate of Information & Public Relations. During the Exhibition, in addition to 22 panels of photographs received from Election Commission, 15 more photographs of notable local significance in Arunachal Pradesh shall also be displayed. The Photo Exhibition would be inaugurated by the Judge of Gauhati High Court, Justice K Mereeno on September 3 next. The Exhibition would remain open for public visit from Sep 4 and 5. A painting competition for the students selected by the DDSE shall also be conducted on Sep 4 at Nirvachan Bhawan and the selected paintings shall be displayed at the Exhibition. (DIPRO)

 

Solung greetings

ITANAGAR, Aug 31: Arunachal would celebrate the Solung, the festival of the Adis which starts from Sept 1.

The Governor and Chief Minister of the state have greeted the citizens on the occasion of Solung.

Governor Gen JJ Singh in a message expressed his hope that the festive occasion would usher in happiness, bumper harvest, peace and tranquility in the society.

Chief Minister Dorjee Khandu in his message expressed his hope that celebration will strengthen the emotional integration and foster feelings of brotherhood and mutual understanding amongst our citizens and bring prosperity, happiness and tranquility in the society. He further appealed the citizens to preserve the unique but rich traditional culture and pass on to the younger generation for its continuity.

Education Minister Bosiram Siram has extended his greeting to the people of the state on the auspicious occasion of Solung.

In a festival message, the minister said, ‘the significance of festival has greatly widened in every society and better sense always prevails. The characteristics of tribal virtue of order, fidelity, generosity, hospitality, truthfulness and kindness are the merit of our festivals which strengthens the true spirit of unity, sacrifice and compassion.’ ‘The true reflection of agro-socio, spiritual and cultural vivacity of Solung provides supreme expression of love, tranquility peace and joy, therefore, its no wonder why it is liked, loved and greatly popular’, the  message read.

 

DM order

SEPPA, Aug 31: Taking serious note of ongoing power disruption in Seppa due to frequent felling of trees and bamboos dislocating the power transmission lines and excessive illegal hooking by some inhabitants, the East Kameng District Magistrate Tope Bam yesterday issued  prohibitory order restraining all residents of Seppa township from planting any bamboos or trees along with the power transmission lines and also directed to voluntarily cut all such existing bamboos or trees by planters themselves.

Meanwhile he restricted the inhabitants of Seppa township to refrain from any illegal hooking which would be immediately disconnected by the department after proper physical verification. (DIPRO)

 

State Level Science Seminar

Dendro Mihu of V.KV Roing bags the first place

NAHARLAGUN, Aug 31:  Dendro Mihu from V.KV Roing will represent the State at the National level Science Seminar to be held in October next at Bangalore.

Mihu has bagged the first place at the State Level Science Seminar on this year’s theme of –India and world science: are we there? held today while Rikmi Changmi of Ramakrishna Sarada Mission, Khonsa took the second place followed by Gaurav Dubey, Public School Rupa who got the third place.

Participated by altogether13 young budding scientists from various districts of the state, the State Level Seminar has been organized by the Directorate of School Education, Govt. of Arunachal Pradesh in collaboration with National Council of Science Museums, Kolkatta.

The Chief Guest, Director NERIST, Prof J. Choubey addressing the students on the occasion, stressed on promotion of Scientific temperament among young students and called upon them to develop and inculcate a sense of inquisitiveness and make scientific belief a habit.

Science is essential to understand ourselves and our surroundings, he asserted adding that Indians have carved a niche in the scientific field through their various contributions and commands respect in the Science domain.

Speaking on India’s place in the world Science, he said that India has still a lot to strive to reach the level of western nations in the field of Science. However, he expressed happiness at the increasingly growing interest in Science among the young generation adding that India needs to regain its ancient glory in the field of Science.

He also laid stress on increasing on enhancing central Govt. allocation on Science and Technology for its further promotion.

Joint Director of School Education, Hage Tatung in his address advocated for launching scheme to encourage young budding scientists. Underling the role of Science, he said that Science has contributed a lot for the betterment of humanity and also creating employment opportunities.

Earlier, DDSE (Science & Maths) A. Tayeng informed that the Science Seminar is organized annually at School, District and State level on a uniform specific topic in the state.

Informing that such effort is a step towards strengthening science education in the state, he said that the aim of such science seminar is to inculcate a spirit of scientific temperament in young students and analytical thinking. Further, it is also a platform for budding students’ scientists for exchange of innovative ideas and providing exposure, he added. (DIPRO)

 

IDEA skill development training inaugurated at Daporijo

Daporijo, Aug 31: Itanagar Diocesan Empowerment Association (IDEA) in collaboration with NABARD inaugurated an intensive skill development training programme for 25 school drop-out girls and women SHGS on Aug 25 at Sacred Heart School Campus Daporijo.

EE, PWD Dani Gambo who inaugurated the programme lauded the initiatives of IDEA and said that IDEA is empowering individuals with the skills necessary to earn an income and support their families. So he called upon the participants to put heart and soul and take full advantage of the opportunity given to them to be self-reliant women.

Dy. Director (ICDS) Dani Yami, highlighted the hard work of IDEA in shaping the lives of rural women in various districts of Arunachal Pradesh through Health, education and women empowerment programmes. She further said that through SDP, IDEA has laid a stepping stone to success for the rural women to strive for higher goals.

Speaking on the occasion CMF, Principal Sacred Heart School Fr. Tomy Edasseriparampil encouraged the participants to develop entrepreneurial abilities to set up their own micro-enterprises and income-generating activities through this skill development program. He also pointed out that IDEA is creating a lot of skilled man power to mainstream the rural people. He thanked GM NABARD Dr. B.G.Mukhopayay, for availing such growth-oriented people’s programmes for the rural people through IDEA.

 

Pen down strike

ITANAGAR, Aug 31: All Papum Pare District Unit Sarva Shiksha Abhiyan Teachers’ Association (APPDUSSATA) extended its support to pen down strike proposed by its parent’s body from Sept 16 in favour its demand for regularization of SSA teachers on seniority basis.

Most of the  primary and middle schools are run by SSA teachers, even some highly qualified SSA teachers offer their service as assistant teachers at secondary and higher secondary levels, the association unit said.

It further resented that despite their dedicated service with meager amount of salary in the days of sky rocketing prices, the authorities failed to redress the grievances of the SSA teachers. The Association unit demanded early regularization of the SSA teachers on seniority basis.

 

ABSU demands teachers

ITANAGAR, Aug 31: All Bokar Students’ Union (ABSU) demanded immediate posting of regular JT and AT teachers in many schools of Monigong circle under Mechuka block of West Siang.

Teacher Students ratio is far away from the prescribed proportion under Right to Education(RTE) Act, it said while adding that most Primary schools are running only with one or two SSA teachers while Middle schools and Secondary school are being run by four to five SSA and hardly one to two regular teachers.

It requested the concerned authorities to immediately post JT’s And AT’s in the area failing which it threatened to agitate.

 

DEMHSS lift Solung trophy

PASIGHAT, August 31: Dying Ering Memorial Higher Secondary School (DEMHSS ) lifted the Solung Trophy thrashing Yagrung Govt. Sec. School 6-2  in the final played at General Ground here today.

Enjoying the final match as chief guest,  Education Minister Bosiram Siram advised the players to maintain physical and mental strength to become a good sportspersons. He also stressed on regular practice and balanced diet by a sportspersons to excel in their chosen events. The Education Minister gave away the trophies and cash prizes to the winners and runners up teams.

The football tournament was sponsored by the CSFCC’10 (Central Solung Festival Celebration Committee) and organized by DFA (District Sports Association).

Altogether six teams participated in the tournament.

Jeevan Nath, best Goalkeeper, Vijay Dupak, highest scorer and Dukin Padung all from DEMHSS team were awarded by the Er. D.K. Padung President CSFCC, Er. T. Darang and Dr. E. Lego.

Ornamental Fish Culture for Entrepreneurship Development in Arunachal Pradesh

Aquarium fish keeping has emerged as the second most popular hobby in recent years next to photography. The practice of keeping ornamental fish as pets is said to have originated with keeping of gold fish in glass bowls in China several hundred years ago. Keeping of fish in glass aquarium started in 1805. The first public display aquarium was opened at Reagents’ Park in England in 1853. There are over 500 public aquaria presently functioning throughout the world. This event triggered the craze of aquarium keeping at homes.

In India, the hobby of keeping ornamental fishes as pets bloomed with the opening of the Taraporevala Aquarium in Mumbai in 1951. India’s present overall trade in ornamental fish has crossed Rs. 150 million. It is estimated to be growing at the rate of 20% every year and the present domestic demand is higher than the supply. Ornamental fish breeding and culture is concentrated in and around the metro cities of India viz., Mumbai, Kolkata and Chennai.

Aquarium keeping as a hobby got a boost in the northeastern India when the Gauhati Nursery set up the first aquarium shop in Guwahati around 1977. This region of India has been recognized as a global hot spot of freshwater fish biodiversity, harbouring 250 ornamental fish species. The highest number of ornamental fish species have been recorded from Assam (187), followed by Arunachal Pradesh (165), Meghalaya (159), Manipur (139), Tripura (103), Nagaland (71), Mizoram (46) and Sikkim (29). The major shares of country’s export are from northeastern states, which comprise as much as 85% of total trade.

Developing entrepreneurship in Arunachal Pradesh:

The unemployment problem in the region is growing, not because there is lack of opportunities but because the unemployed youth have failed to take advantage of the opportunities available. Therefore to boost the self-employment and rural economy, this native ornamental fish can play a key role. The concept of entrepreneurship development through ornamental fish farming is gaining popularity day by day. Many people have entered into this lucrative business of culturing and breeding through farming. As a result many ancillaries and pet shops have come up in cities and towns.

Factors that contribute to the development of this sector are,

(i) Northeast region has the advantage of a mild climate, suitable soft water and abundant natural waters.

(ii) Export facilities through Kolkota airport.

(iii) Abundance of freshwater resource of high export value.

Aquarium fish are grouped into two categories viz., egg-layers (oviparous) and live-bearers (ovo-viviparous), though some categorize them as egg-layers without parental care (non-guarders), egg-layers with parental care (guarders), egg barriers, mouth-incubators, nest builders and egg-carriers. Important groups of egg-layers are barbs, rasboras, goldfish, tetras, danios, betas and gouramis and the major live-bearers are guppies, platties, mollies and swordtails.

A beginner or an entrepreneur should start work on breeding and culture of live-bearers followed by goldfish for self-acquaintance with the procedures on handling and maintenance of brood fish and young ones. Local farmers/ entrepreneurs should be made aware about the commercial value of various indigenous fishes as ornamental fish which are otherwise used for food fish. Co-operative societies, fish farmer federations should be established in potential places to facilitate in availability of inputs and a ready and steady market. This is high time that the state Arunachal Pradesh become aware of the potential and take advantage of its biological wealth for generating enormous employment opportunities for the local people besides earning valuable foreign exchange for the country. The arrest of Gegong Apang, the former Chief Minister of Arunachal Pradesh in connection with 1000 Crore scam is the outcome of the Judgment and order passed by the Division Bench Gauhati High Court on 15-06-2007 in PIL No. 50of 2004. If there is a prima-facie case or reasonable doubt of the involvement of a person in any case, he or she can be arrested by the Investigating Agency for interrogation and investigation.

If he feels offended, he has got the right to challenge the action of the Investigating Agency before any appropriate legal forum.

Earlier, four Officers belonging to Adi Community were arrested on the allegation of involvement in the PDS Scam. In the course of investigation, some of them were found not involved in the scam and others who were found to have involved in the scam have been charge-sheeted.

Adi Bane Kebang (ABK) and Students Organizations remained silent on their arrest with a belief that the "Law will take its own course". However, on the arrest of Mr. Apang, some people in the name of Adi Bane Kebang (ABK), Adi Students Union (AdiSU), Itanagar and Youth Front have condemned and questioned the arrest of former Chief Minister. Adi community neither supports the corruption nor is the community collectively liable for it. Therefore, the arrest of Apang or any other person cannot be questioned in the name of Adi Bane Kebang (ABK) and Adi Students Union (AdiSU). He who got personal sympathy for the arrested can raise it individually if he is interested but Adi Community should not be black mailed for the sake of single individual.

The 1000 crores are the public money and the share of every citizen particularly for the poor and down trodden people of the state. If really 1000 crores have been misappropriated/ misused by all the accused persons in the scam, all accused should be arrested immediately and exemplary punishment be given in accordance with the provisions of law.

Therefore, my appeal to the Adi Bane Kebang (ABK) and Adi Student Union is that we should not unnecessarily question and condemn the arrest rather every citizen should demand for the immediate arrest of all other alleged accused persons in the PDS Scam.

Apang is a public figure

This is response to AAPSU’s stand on arrest of former Chief Minister Gegong Apang. Takam Tatung’s view on the matter was correct and suitable as it echoed public sentiment. My true belief is that Apang made a milestone in every aspect of the development of the state of Arunachal Pradesh.

Undoubtedly former CM is a true father figure of the state both in terms of political as well as social aspects.

Take action before its too late

The failure of the Govt to fulfill the demands of the All Arunachal Sarva Siksha Abhiyan Teachers’ Association (AASSATA) has forced the Association to take the path of agitation. I extend my whole-hearted support to the proposed  pen down strike and also request the Association to continue its movement till the genuine demands are met.

Mere assurance and announcement do not yield any result, as such I request the state Govt to take prompt action for regularization of SSA teachers before the end of 15 days ultimatum.

Border with China is an option

Dear Editor,

Given the fact that our neighbor China has a history of war with us, we still have lots to learn from the world’s second largest economy. The eminent price rise in every aspect of life has made it almost impossible for people of Arunachal Pradesh to survive. Limited natural resource is one of the main problems we face in this growing comparative world.

In this scenario, our only solution is to act as a buffer between Indian and China as trade route so that trade can flourish between the two great nations. The recent growth in trade between India and China has seen a massive growth which has raised billions of Dollars in Port cities and yet the closest trade route is yet to be utilized by us. Arunachal is located in the lowest Himalayan region and is one of the best places to bring in Trade route.

The unique location and environment gives us the advantage in growing Medicinal plants. The ever growing demand of Chinese medicine can be supplied from Arunachal Pradesh for a fraction of its original price.  

Tourism is another option we can explore to increase our trade.

It is easy to be scared of things we don’t know but it is even easier to do things that are fact, like export power of China. My advice to all my Arunachalee brother and sister is to use this gift and not lose it because if not now then when will we do it?

Questionable government policy on PDS

We have been watching with keen interest the reactions and responses from individuals and various associations as published in the press for the last few days following the arrest of Gegong Apang, former Chief Minister of Arunachal Pradesh for his alleged involvement in the multi¬crore PDS scam in the state. During these reactions and counter-reactions, another news item published in different sections of the media has also caught my  attention - "Chief Minister Dorjee Khandu's assurance to the members of All Kurung Kumey District Students' Union (AKKDSU) to review the government decision to implement head load carriage system in Kurung Kumey District in a meeting to be held on 14th September next". It is difficult to understand how and why CM has taken an about-turn from the recent declaration to re-introduce the head load carriage system in the district despite his full knowledge of the disastrous effect that the system had on PDS which culminated in the unprecedented scam unheard of in a small state like Arunachal Pradesh.

It is surprising to note that though the head load carriage system was banned in the year 2004 due to many of its deficiencies, we are not aware of what compelled him to declare very recently for re-introduction of the system in the district.

With CM assuring students of Kurung Kumey to have a fresh look at the decision, it clearly amplifies absence of government's coherent policy on PDS which he had declared to reform with much fanfare when he took over the reign of Chief Minister in the year 2007. There has been regular complaints from the public about non-availability of PDS items in many interior places which is a proof that an efficient and time-tested delivery mechanism is yet to be in place. Just opening of a few FCI godowns will not serve the purpose unless delivery mechanism is improved so as to ensure regular availability of PDS items to the needy people. Since the Head load carriage system introduced during the tenure of Mukut Mithi Government in the year 2001 was a total failure which led to banning of the system in 2004, it is high time that govt review the entire issues of PDS including exploring air-dropping system on the basis of population vis-a-vis the demand made by AKKDSU so that corruption that has metamorphosed to such a gigantic proportion is nipped in the bud itself.

All kudos to AKKDSU for raising the issue which is hogging the limelight for a very wrong reason.

Allegation against NRHM baseless

This is in response to the allegation of 10% deduction of salaries of NRHM contractual staff levelled by one Kipa Tanang, Computer Assistant (NRHM) from Kurung Kumey which appeared in the Reader’s Forum of your Daily’s 31st August edition.

It is hereby clarified that  there is no provision for deduction of salaries of contractual staff working under NRHM under the existing guidelines, nor has the Mission Directorate deducted any amount from the salaries of the contractual staff as alleged by Kipa Tanang. Further, no orders have been issued by the Mission Directorate to that effect as asked by Mr. Tanang. All the arrears calculated on the basis of the revised rates approved by Govt. of India have been released to the District Health Societies for further disbursement to the contractual staff. Hence, the allegation of 10% deduction is absolutely false, libelous and malicious borne out of motivated intention to tarnish the image of the NRHM programme in particular and  Department of Health & FW in general. This may be independently verified by any aggrieved staff or authority through the office records of the Mission Directorate.

In order to set the records straight and put all suspicions and doubts to rest, I would like to ask Mr. Kipa Tanang to categorically prove that 10 % of the salaries has been deducted or else he must tender a public apology through the columns of the local media.

We the contractual staff working under National Rural Health Mission (NRHM) at the State HQ are deeply shocked to read the allegation made by one of our colleagues, Kipa Tanang, Computer Assistant (NRHM), Kurung Kumey regarding deduction of 10% salary of contractual staff at the State Headquarters, which appeared in the Readers’ Column of The Arunachal Times on 31st August, 2010. We hereby clarify that  Kipa Tanang  does not represent our collective view as claimed by him in the newspaper, nor has he been authorized by any one of us to speak on our behalf. The allegation made by him is totally baseless and devoid of truth as most of us, especially at the State Headquarter, have already received our full arrears as per the revised rates approved by Govt. of India. Full salary arrears of the districts for 4 (four) months w.e.f. April 2010  have also been released to the respective  District Health Societies. We univocally assert that not a single rupee has been deducted from our salary and no instruction has been received by us from anyone for such a deduction.

The contractual staff working under NRHM are in fact grateful to the Mission Director and his team of dedicated officers, the Secretary (Health & FW) and Hon’ble Minister (Health & FW) for their unstinted struggle for the welfare of the underpaid staff who have finally received due justice through the payhike for the first time since 2005. We firmly believe that instead of hurling wild and unfounded allegations, all the contractual staff should rededicate themselves towards their work in the light of the revised pay rates to make NRHM programme a resounding success in the State. We also strongly believe that the allegation is a part of a larger campaign to derail the NRHM programme which is running in full swing in the State. We hereby appeal to all the staff working under NRHM not to indulge in such mudslinging acts borne out of ulterior motive and redress their grievances, if any, as per laid down procedure.

In democracy there should be debate and discussion

My attention has been drawn to a letter from Gandhi Siga, published on August 31 issue of your esteemed daily.

I would like to reiterate that much hue and cry has been raised about the relief and rehabilitation of the affected people of the district once the Hydel Project is commissioned.

I , as a concerned citizen of the state in general and the district in particular, understand that the company while formulating the rehabilitation package, the affected people have not been taken into confidence nor any awareness campaign has been undertaken by a private company about the project thus creating a lot of misgivings among the people. Though the joint action committee has submitted a memorandum highlighting the many grievances of the people, it will be fitness of things that such issues are discussed threadbare among the senior leaders, PR leaders, intellectuals, students and NGOs so that a consensus is reached among the public so that concerned authority can prepare a comprehensive rehabilitation package to meet the aspiration of the people.

Therefore, I call upon the Joint Action Committee to convene a meeting inviting all the stakeholders of the Hydro-Project so the issues involved in the project could be discussed and a suitable memorandum could be submitted to the state government and the implementing agency. In this regard it will be pertinent to mention that all the ground work like survey as well as preparation of DPR for undertaking the Hydro Project was undertaken by NHPC; despite this, finally a private company was selected to undertake the project, the reasons of which the public are not aware of. Was their any shortcomings in the DPR submitted by DPC or for any other reasons which the state government is reluctant to disclose to the public?

In the same issue of your esteemed daily, “a citizen” has expressed his/ her surprise about the silence maintained by a national party like BJP about many developmental issues that are hogging the limelight in the media. Are they afraid to vent their feelings? Why they are maintaining stoic silence? As representatives of the public, it should have been their moral duty to raise issue for overall interest of the public. Same as the case other political parties like TMC, PPA.

In this regard, I feel it appropriate to mention that in my 10 years public service as Minister/ MLA, I, being the member of the ruling party had to go by the whips issued by the party to vote in favour of the Bills like APCOCA, Marriage Registration Act etc. To my utter surprise I had found that not a single member of any political parties had raised any objections/ reservations of such bill, though in private they are in complete disagreement of such bills. In a democracy it is a necessity that any issues of public importance are discussed, debated before any bill takes the final shape. But the political parties failed to discharge their onerous responsibilities bestowed on them by the public. I hope all political parties irrespective of party affiliations will rise in unison to raise any issue relating that affect the welfare of the people of the state in the next assembly session.

Apropos to the press release made by Arunachal Anti- Corruption Sena against the appointment of DRROs under Directorate of Relief Rehabilitation & Disaster Management, I would like to question, if the concern department ever thought of giving these post to APPSC for free and fair selection?

Now the time has come to fight together and knock the door of court for proper justice. Remember the history of 13 CDPO's who were appointed in the same manner and later terminated.

For how long we will keep mum and remain silent spectators.

Autonomous council for Ziro

Dear Editor,

While referring to the news item published in your daily regarding demand for the creation of Ziro Valley Autonomous Council on July 29 by Apatani Youth Association, I would like to express my view on the subject.

It is true that there were many instances in which many important projects proposed at Ziro was being opposed and shifted to other places in the district. The small township at Ziro and Hapoli, the few basic amenities in the valley and the scenic beauty of the valley have been achieved due to the sincere and hardworking nature of the people of Apatani, not at the cost of other places in the district. However, still there are lot many areas where a lot of development can be brought about for the betterment of the poor people of the valley. So, if every opportunity for development is being snatched away, how could the people of the valley remain silent? The people will fight for their justice and thus, they have every right to be granted Ziro Valley Autonomous Council, carving out from Lower Subansiri Dist. for their secure future.

Public spending on Health

The institutional capacity is a vital ingredient in providing effective services. When this capacity is inadequate, health spending, even on the right services, may lead to little actual provision of services. The net effect of government health services depends on the severity of market failures—the more severe the market failures, the greater the potential for government services to have an impact.

The concept called primary health care, or health for all, enshrined in Alma Ata Declaration 1978, has dominated much of the discussion of health policy in developing countries. Yet in many developing countries, the public budget for health is principally absorbed by public hospitals staffed by doctors expensively trained at public expense who use costly medical technologies to treat conditions of the urban elite, while in those same countries, children die from diseases that could have been treated for a few cents or avoided altogether with basic hygienic practices.

The primary health care efforts can be successful even in very poor regions. Kerala, in India with very low annual per capita income in purchasing power parity dollars, has a very low infant mortality rate. The existing allocation of health expenditures toward curative care in secondary and tertiary facilities, such as hospitals and clinics to which patients are referred, is inappropriate and that a reorientation of government efforts toward primary health care would bring both health gains and cost savings.

Has Primary Health Care Been Effective?

First, given a level of total health expenditures, more spending on primary health care activities and greater access to primary health care services should be associated with lower aggregate mortality. Second, at the local level (household, village) greater access to primary health care facilities should reduce mortality. Third, projects that develop primary care facilities should reduce mortality.

An empirical regularity that would support primary health care would be that the availability of primary-level health facilities or community health workers had a demonstrable impact on the local health status of individuals and communities.

Creation of Effective Health Services

Primary health care may have little impact on health status not because such care is unimportant but because, the efficacy of government health interventions may be low.

In a client survey of women who had delivered a child in the past two years at rural health centers in Zimbabwe listed the most frequently cited disadvantages of giving birth in an institution. These were “ridiculed by nurses” for not having baby clothes (22 percent), “maternity fees” (16 percent), “nurses ordered mothers to wash used linen soon after delivery” (16 percent), and “nurses hit mothers during delivery”(13 percent). Moreover, in nearly every country one can find rural health clinics that have no drugs, although government financed medicines are readily available on the black market.

Evidence on Quality

An example of the problematic nature of some of the measures is that the absence of various types of drugs is often used to indicate inadequacies in public health delivery. Both the ineffectiveness of low-level public sector health clinics and the element of individual choice are highlighted in the phenomenon called “bypassing,” which occurs when people choose to bypass the closest public facility in favor of either more costly private facilities or higher-level public facilities. The bypassed public facilities had fewer doctors, nurses, and services and less equipment than public facilities that were not bypassed.

There is no accountability for physicians or nurses, no rewards for extraordinary performance, and no punishment for inadequate or nonexistent performance. There is no management control over staff and essentially no returns to effective management.

How Can the Public Sector Deliver High-Quality Services?

Even strong advocates of primary health care would agree that governments do not always provide high-quality health services. Is failure, then, is the result of resource constraints, ignorance, and mistakes, or is it a systematic and expected result of (dis)incentives created by institutional and organizational arrangements? If one is convinced that existing public sector problems are easily remediable through larger budgets, earmarked inputs, additional training, or technical assistance of various kinds, there is no reason to back away from public provision as a strategy. But if one is convinced that the failures are endemic and intrinsic to the especially low capability of the public sector, then perhaps the entire strategy for delivering health services needs rethinking.

Doctors and nurses do not perceive themselves as performing for the money, or because of threats or close scrutiny, but out of professional pride and affiliation. When the underlying control mechanisms are weak or nonexistent, however, professionalism is not a powerful enough inducement.

The role of social and political factors in generating the effective performance of government agencies is well known. In West Bengal, where success was achieved “because the state government appointed cadres at every health center to report on doctors or nurses who did not put all their time and effort into their services or who discriminated between patients”.

One reason could be that extending publicly funded health care could merely crowd out the consumption of equally effective private services. Even if the government were to deliver health services effectively, the health impact would depend not on the total use of public services but rather on how public provision affected total use of all services. The degree to which public spending affects overall health services depends on few factors.

• The smaller the overall elasticity of demand for health services, the smaller the impact of public spendings. Low elasticity of demand (demand that is unresponsive to price and distance) may well be the crux of the matter. It is assumed that individuals place a high value on necessary health services; the demand for them would be fairly insensitive to circumstances such as price or availability.

• The larger the private sector, the smaller the impact of public spending. Private (nongovernment) spending made up the largest percentage of health spending in nearly all-poor countries, accounting for about 75 percent in South Asia.

• The greater the extents to which people see the private sector as a substitute for the public sector, the smaller the impact of public spending.

• The larger the private sector response to public interventions, the smaller the impact of public spending. Changes in the price or availability of government interventions may induce a private supply response that can mitigate any actual impact on health outcomes.

Conclusion

Why is the evidence so thin for the seemingly plausible argument that primary health care is the best way to improve health in developing countries? The first is that governments often find it difficult to translate public spending into effective services, and the second is that of all the types of health services that the public sector might provide, primary care is the one that the private sector is likely to move away from as a result of any increase in public supply.

An alternative way of looking at policy in the health sector focuses on a careful analysis of the characteristic market failures the degree to which policy benefits reach the poor, and the government’s ability to provide various kinds of services.

Finally, the public health activities need to emphasize control of infectious diseases, largely through environmental changes, it should include demand-side mechanisms to improve routine clinical care and the policymakers must reconsider the role of hospital services as a practical means for governments to address inadequacies in insurance markets. Faith on law for justice

ITANAGAR, Aug 31: Expressing serious concern at the alleged attempt on life of one Kabuk Lego, a NERIST student on Aug 28, a relative of Lego hoped that law will take its own course of action for justice. He also appreciated the reported disciplinary action taken by the authorities against the alleged attacker one Hage Nobin.

However he expressed concern that despite the intention of the alleged culprit, the Police authorities has pressed mild charges.

AKKYO welcome Govt decision on PDS

ITANAGAR, Aug 31: All Kurung Kumey Youth Organization (AKKYO) endorsed the recent joint resolution adopted by the Govt. officials and public leaders of Kurung Kumey District at SIRD office for proper and smooth functioning of Public Distribution System (PDS) in Kurung Kumey district.

Welcoming the decision, the organisation said the poor people who could not avail essential PDS commodities for years together will  now get ration items under the resolution.

The recent resolution adopted by the Govt officials and public leaders of Kurung Kumey is the ultimate demand of the people of district. Therefore, any attempt to disturb aforesaid resolution from being implementated would be against the interest of people of  district, the organization said.

Describing the demand of the AKKDSU for cancellation of resolution as irrational, against the desire and interest of the people and politically motivated, the AKKYO said public interest should be taken into consideration before any decision is made against the resolution.

GM assures better network

ITANAGAR: All Upper Subansiri District Students Union (AUSDSU) has called up on general manager of BSNL and apprised him of the problems faced by people of district due to poor network in the area. After listening patiently to the grievances of students, general manager assured that within next few days tower that have established in the area would start functioning.

Further AUSDSU requested the general manager not to relocate the proposed BSNL WLL tower from Tachi Putung. Union termed the present site as the best one in terms of wide coverage.

 

Society to stage hunger strike

ITANAGAR: All Arunachal Pradesh Handicapped Welfare Society has decided to stage hunger strike from Sept 3 to 6 in protest against non-implementation of the state policy for the benefit of disabled people under persons with Disabilities Act 1995.  

The society resented that since the enactment of Act in 1995, the state Govt did nothing for the welfare  of the handicapped people.

Union declares bandh

ITANAGAR: Pushi Bango Students’ Union (PBSU) in its meeting held recently declared phase-wise bandhs in favour of its various demands.

Pointing out the 20 days ultimatum submitted to the West Siang  DC on Aug 10 demanding posting of teachers in various schools of Pushi Bango area, the union said it will observe 1st phase 24-hour bandh on Sept 3. This will be followed by 36 hours bandh on Sept 6 and 48 hours bandh on Sept 10, the union said.

The training shall include of theory class on traits and principle of entrepreneurs, scope and opportunity, marketing strategy and how and where to avail financial support etc .Any interested individual and party may avail the free training just by registering themselves at AASA office.

 

Awareness Programme

ITANAGAR, Aug 31: Mecha Welfare Society organized a one day awareness programme on Aug 23 for 59 SHG members on Book Keeping and Bank Linkage at Deed village, Lower Subansiri. The training was sponsored by NABARD, Itanagar.

While addressing the participants, ASM, Deed village Neelam Yan emphasized that the participants should learn more about the SHG concept and should give their best to make their SHGs sustainable.

Former ZPM Toko Rich encouraged the participants by participating in the programme actively.

The topics dealt during the training were Concept of SHG, Importance of maintaining SHG registers, Saving and Minute registers and Bank Linkage.

ITANAGAR, Aug 31: All Tali Area Students Union (ATASU) regretted wrong information regarding appointment of four advisory board members, while it is under process for solution to the case through the Tali Constituency Collegians Forum.

 

Orgs formed

ITANAGAR, Aug 31: The students and youth of the Tengri, Debe, Gollo, Papu Hote, Gumtung, Rasi, Chamte, Mado, Palin and Nangnyo villages under Pijerang circle in East Kameng district formed  All Upper Papu Youth Welfare Association to look into the problems of the villagers and unemployed youths.

The Association formed recently at New Seppa will be headed by Ramesh Tana as acting chairman. John Tana and Ram Tana have seen selected as vice chairman and secretary respectively.

Capital Young Youth Democratic Forum (CYYIDF) has been formed in a meeting held yesterday with Phassang Sajen, Kipa Taram and Tadar Taro as president, vice president and general secretary respectively. The Forum will work for development and eradication of social evils from Capital circle.

 

Appointments

ITANAGAR, Aug 31: Lekhi Tsering, Rinchin Phuntso and Tharpa Monpa have been appointed as president, vice-president and general secretary of All Arunachal Pradesh Worker’s Union Tawang district unit.
